LAPD Strictly Enforcing Leash Law In Warner Park
A reader writes in:
First off I really like reading your blog. It is informative and gives a good sense of community.
I’m writing because this morning I got a ticket for playing ball with my dog in Warner Park. I guess that it is a misdemeanor to have your dog off leash there. I was completely unaware of this. The police woman said that there have been a lot of community complaints and it has made its way all the way up to the council. They have a zero tolerance policy so they are not issuing warnings. I usually take my dog to play ball very early when not many people are there because I don’t want my dog interfering with other people’s park business. There are often many dogs off the leash at the park though later in the morning and after work (some well behaved and others not). I just thought I would let you know if you wanted to look into this further and/or to let others know about this so they can hopefully avoid getting a ticket! Thanks!
I let a friend of mine who lives adjacent to the park and owns three dogs know about this and he responded:
I walk my dogs there all the time, on the leash! I’m glad they’re giving tickets. So many loose dogs, running up to ours, drives me nuts!
I wrote back to the reader to get a little more information, she writes:
I am trying to not be upset about it because I know that some off leash dogs can be a hazard and you can’t always count on people to appropriately control their dogs. The policewoman did say that there are two off leash dog parks in the valley. I have not been to the dog parks because i hear really bad things about them. Out of control dogs, bad owners, just all around mayhem. Plus my dog just loves catch and if you introduce a ball or toy into a large group of dogs things don’t always go so well. So i stay away from the dog parks. This is why i like going early morning when no one is around to interfere with us nor us with them.
The ticket is only 25 bucks. She said she would just issue a citation now but that it could be a misdemeanor.
I think at the end of the day all dog owners take some liberties with their dogs with regards to leashes when they know there are not likely to be other dogs around. However, in public spaces I’d say that leashes make everyone’s lives easier. I also agree with her that the dog parks are a scary nightmare and probably an insurance company’s nightmare. But, be forewarned if you take your dog to Warner Park that LAPD is watching!

Yes, it is definately a problem there. You confront the owner’s of these dogs and they act like you’re a moron for asking them to leash their dog. Here’s the deal your dog runs up to my leashed dog, my dogs bites your dog, you sue me right? Well F that! I have my dogs on a leash for their safety and the safety of other dogs. It just really seems that some people shouldn’t own dogs. Just south of the blvd. near the Target store on Ventura there is an off leash dog park. Bring your dogs up there if you wish. I have been there with my dogs and still kept them on the leash anyhow. Didn’t want them running into rattlesnakes or getting into fights. It seems to be mostly the foreigners that don’t adhere to the leash thing. I know most of my neighbors have dogs… and they are always on their leashes as they should be. I hope they write $3000.00 worth of $25.00 tickets this month!
As a dog owner I find it completely irresponsible not have your pet on a leash.
Exhibit A: I have seen “off leash” coyotes in the park early morning.
Exhibit B: Large erected signs scattered throughout park which clearly states leash laws.
Exhibit C: Cars…make your own conclusion. All animals can be unpredictable given the wrong circumstances and I love my dogs so I keep them on leash.
I have been witness to the mayhem on more than several occasions. My dogs are always on leash and find it completely insane that dogs will run up to my dogs out of nowhere only to be screamed at by the owner when I tell them to leash the dog. Not all dogs are going to embrace the invasion of space… so be responsible.
Is every dog owner in Woodland Hills illiterate? It is your responsibility to know the law…if not pay your $25 fee for making your own rules.
These laws are put in place for a reason…your dog maybe nice and friendly until a leashed Butch-ey feels threatened and rips Fido’s face off.
It is clearly a matter of everyone else is doing it why can’t I? The laws are in place for a reason the safety of your and my dog and if you don’t like the rules find an off leash dog park to use.
Ultimately it’s very simple…
Read signs then avoid citations
How about some common sense?
If you are alone in the park with your dog or dogs and you can control them, off-leash cannot be an issue. Or if you are there with other dog owners who “accepts” off-leash. But if the park is full of people with or without dogs, or if you cannot control your beast, you keep your dog on the leash. Simple. (BTW – @Fred – the park you talk about, called Serrania Park, is not an off-leash park, it is just that dozens of dog owners show up there every day and let their dogs run off-leash).
WHOA! One minute please! Which does more damage – hund scheiss or drippings from a hundred Mustangs? Well, scheiss decomposes rapidly, does motor oil, grease, and transmission fluid? I know not BUT there will be over 100 cars parked on the grass in Warner Park AGAIN. Who is responsible for allowing this and WHO can put a stop to it. WHERE ARE ALL YOU GREENIES? This oil spill isn’y in Louisiana IT IS IN OUR FRONT YARD!
